Yep...its the turbine side of the housing. Its freakin TINY! So even if you replace the turbine and compressor wheels, the housing is still ultimately the main restriction. Its the same reason why our turbo's crap out at 20psi where as the same turbo on an S4, or even a k03 on a VW is capable of pu...
