I'm not in the market for any of these, but you might want to figure out if the TMIC is S4 or S5, there are differences, and a FC coil is a FC coil - all FCs (S4, S5, Turbo, and NA) use the same stock coils (which are pretty much bullet proof unlike FD and RX-8 coils).

Section C here says that they are eligible if the model year is 32 years old, unless "if the vehicle is being registered in the program area, as defined in section 42-4-304" which has to do with emissions testing.
