Well, just to follow up on this, I've got a witness to the accident now, so I'm not worried about recovering my deductible from the @#$%! neighbor.
I've discovered that the difference between the two estimates was the insurance companies. Travelers will authorize more labor and the use of new body parts to install. Liberty Mutual will not. They only authorize "2004" body parts for a 2004 model year car. Thus, they will find used parts somewhere to use. It was stated to me that that's their policy for any claim. So, if you use Liberty Mutual, expect that their claims estimates will be some of the lowest in the business, and that used parts will be used for the repairs. They put a cap on the what they'll pay for those used parts, as well. So beware, even though it says in writing that they "only use factory OEM parts", that doesn't mean new. They also expect that since they are using used parts from the same model year, that paint blending (or any respray work in general) will not be required, so that is also left off any estimate from Liberty.
I'm sure this is the case elsewhere, but obviously Travelers authorizes "new" parts. That said, with the runaround I've been getting from Liberty Mutual in the nearly 2 weeks since the accident occurred, I'll be switching to USAA.

What a crock of shit Tim! Yeah, I'll DEFINITELY never use Liberty Mutual then. And hopefully I never get hit by someone that has them either. Good grief, what a bunch of tightwads. I have State Farm, always have, and they've been very good to me. But it sounds like USAA is the shit! I know where I'm going if I ever leave State Farm.

Now the case takes a funny turn. The body shop found used parts, as directed by Liberty Mutual, and all of the used parts are MORE expensive than new OEM parts. So, despite all the roadblocks Liberty threw up, I'm getting new parts after all. I'll finally be dropping my banged up car off at the shop next week.
