Sounds about right. My 7 is about 4.4 psi off peak.

yea the car still pulls pretty hard, just thought 10 was a little low like i mentioned above. But if thats completely normal for this altitude, thats just something ill have to live with until i can get a AP and DP.

Is it peaking at 10 and then tapering to like 7 or is it peaking at 12 or 13 and tapering to 10? If it's the former then there might be a problem, if it's the latter then it's completely normal for this altitude. As others have said, reduce restrictions (intake, upgraded intercooler, downpipe) and your boost will go up. You'll also hit fuel cuts at that point unless you are able to raise the thresholds with an AP.

it literally hits 10 and will just stay there all the way to redline. I have always tested it in 3rd or 4th gear as well.

Yep, sounds normal then. And especially stock or mostly stock, there's really no point in going all the way to redline. Without some mods to remove restrictions it chokes itself out pretty good after 5500.

I'd get an AP before a DP or you will be hating life when you hit that fuel cut and smash your face on the steering wheel, lol. Ok maybe I'm exaggerating a little bit the fuel cut really does suck. A downpipe without a tune can also make you run lean which is no good. If you're going to go stage 2 (DP), the AP is really the first step. They go for around $400 used.

I'd keep it stock lol... maybe intake.

Been several people that mod theirs, decide that no traction isn't fun, then sell it. Just a heads up unless you like burnouts :)
