I am wanting to rebuild a turbo I just received,
It's a t4 air research turbo. Ive called and ask for a
Rebuild kit but I was asked if it was a floating, cartridge and some other crap bearings.
Does anyone know what he meant by it?
who has personally rebuilt a turbo?

Nope. Usually they two types of bearings are ball and journal for the main shaft. "floating" and "cartridge" don't really make sense to me unless they were some kind of slang for ball and journal type bearings.
I send my turbos out for rebuild because a rebuild almost always means it needs re-balancing too. Turbos spin at 20,000 rpm or more, so they'll easily tear themselves apart if not properly balanced. If you mark the nut right, and count the turns when removing it, you can get close to properly balanced (assuming no major damage and the new parts are identical to the parts that were in it, except for wear), but its usually off enough to cause accelerated wear.
