I've changed out my bulbs Randy... and I think the bulb just needs to be rotated because there are 2 nipple like things(one on upper part and the other lower) on the metal part of the bulb that need to be properly alligned. The fix for this problem is much easier than you think. :D

So I took the car to the dealer this morning....they told me the problem was due to a wire that had split somewhere between the housing and the fender...they were pretty vague about it all. So all was fine and I went home to try these amber/blue Sylvania signal bulbs I bought last week, put them in and the other light was doing the "only on bright" thing....so I turned the bulb 180 degrees...and there ya go! everythings fine now! thanks everyone for all your help and suggestions!

Really what this means is the dealer didnt do anything....they but some electrical tape near the light. Turns out my dumb ass put the bulb in backwards. At least I learned there IS a backwards.
